NASCAR is clearly tightening the rules to prevent manufacturer-driven race manipulation, which became a major controversy in last season’s playoffs. The new rules not only reinforce that teams and drivers must race for their own best results but also introduce specific penalties for manufacturers (OEMs) if they engage in influencing outcomes unfairly.

The addition of wind tunnel time reductions, CFD test limitations, and vehicle test losses as penalties shows that NASCAR is serious about deterring such actions. These penalties directly impact a manufacturer’s ability to develop and refine their cars, which could have long-term competitive consequences.

This rule change stems from the Martinsville controversy, where both Chevrolet and Toyota were accused of orchestrating strategic in-race decisions that ultimately led to penalties and Bell’s removal from the playoffs. The move to penalize manufacturers instead of just teams signals that NASCAR wants to prevent coordinated efforts across multiple teams under a single brand.
